Why Ukraine's Railways Don't Fit Europe's Tracks

Ukraine's railways run on a 180-year-old Russian-empire gauge that doesn't match Europe's. A new line at the Slovak border shows what it takes to close the gap.

At the rail yard in Chop, a border town in western Ukraine, workers used to spend hours doing something that sounds almost absurd for the 21st century. They lifted entire train cars off the ground, unbolted the wheels, and bolted on a different set. The undercarriages headed east were built for tracks 1,520 millimeters apart. The ones headed west needed tracks 1,435 millimeters apart — a gap of roughly three and a half inches, about the width of a smartphone. Passengers going from Kyiv toward Vienna sat through the swap, sometimes for hours, because Ukraine's railways and the European Union's were never built to the same measurement.

That gap has a name, break of gauge, and for Ukraine it has stopped being a curiosity. It is now construction policy, EU accession policy and wartime logistics, all running through a single 22-kilometer stretch of new track near the Slovak and Hungarian borders.

On Sept. 5, 2025, Ukraine opened its first stretch of European standard-gauge railway, a new line built parallel to the old broad-gauge track between the border town of Chop and the regional capital Uzhhorod. President Volodymyr Zelenskyy attended the opening. Passenger trains to Vienna, Budapest and Bratislava began running a week later. It is a small piece of track by national standards, but it is the first crack in a rail network that has run on a Russian-empire measurement for more than 180 years — and untangling the rest of it will take decades.

Why gauges never matched to begin with

Standard gauge, 1,435 millimeters, traces back to George Stephenson's locomotives on England's Stockton and Darlington Railway in 1825, later adopted by the Liverpool and Manchester line and exported wherever British engineers and equipment went. Most of the world eventually converged on it: North America, most of Western Europe, China, the Middle East. More than half of all railway track on Earth uses it today.

Russia didn't. When the Tsarist government built its first major line, the St. Petersburg–Moscow railway of 1842, a committee under Tsar Nicholas I weighed the advice of engineer Pavel Melnikov and his American consultant, George Washington Whistler. Whistler recommended five feet — 1,524 millimeters — because it was cheaper to build than the six-foot gauge some engineers favored and cheaper to maintain than British standard gauge. The Tsar agreed. Nobody on that committee was thinking about connecting to Western European lines; Russia's railways were an isolated system serving an empire that didn't yet see through-traffic with Prussia or Austria as a priority.

By the 1850s, when Russian and Prussian railways did start meeting near Warsaw, it was already too late to change course. The gauge was locked in, and it has stayed locked in for the successor states of the Russian and Soviet railway network ever since — Ukraine, Belarus, the Caucasus, Central Asia. Soviet engineers redefined the exact figure slightly, to 1,520 millimeters, in the 1970s, but the underlying measurement never changed.

The myth, and what actually happened in two world wars

There's a popular story that Russia chose a wider gauge deliberately, to keep invading armies from running their own trains straight into the country. It's a tidy explanation. It's also not what the historical record shows. A Russian army engineer wrote a paper in 1841, before the gauge was even finalized, arguing that this kind of defense didn't make sense, because an enemy could just as easily disable a railway by blowing up bridges and tunnels rather than worrying about wheel spacing. The case for a deliberate military motive is thin enough that historians who have gone back through the original committee records treat it as folklore, not fact.

What's true is the second half of the story: whatever the original intent, the gauge mismatch became a real military headache later. When German forces occupied Russian and Soviet territory in both world wars, they had to either convert captured track to standard gauge or shuttle everything through slow, congested transfer points. In the second half of 1941 alone, occupying German forces converted more than 23,000 kilometers of broad-gauge track to standard gauge just to keep their own supply trains running. An accident of 1840s engineering economics ended up mattering enormously nearly a century later — not because anyone planned it that way, but because path dependence has consequences nobody at the original meeting could have predicted.

What the gap costs Ukraine today

Modern break-of-gauge crossings don't usually involve unbolting wheels by hand anymore. Some border points use bogie-exchange sheds, where cars are jacked up and rolled onto different undercarriages assembly-line style; others rely on transloading freight from one train to another entirely. Either way, it costs time, labor and money, and it creates exactly the kind of bottleneck a country fighting a war and trying to keep its economy moving can't afford. Grain, machinery and humanitarian aid all have to cross that seam somewhere.

The Chop–Uzhhorod project didn't eliminate the mismatch. It added a new, parallel standard-gauge track alongside the existing broad-gauge line, plus nearly two kilometers of four-rail interlaced track where both gauges share the same right of way. European Investment Bank Vice-President Teresa Czerwińska called the opening a historic step towards EU integration, adding that especially in wartime, when railways serve as a vital lifeline for Ukraine's economy and people, strengthening these transport links is more important than ever. Magda Kopczyńska, the European Commission's director-general for mobility and transport, put it more plainly: we have removed a key break of gauge at the EU border, enabling direct connections with neighbouring member states.

It's one border crossing out of many, and Ukrzaliznytsia, the national railway, has more planned — a standard-gauge line toward Lviv from the Polish border town of Mostyska, plus renovation work on several other routes. But Ukrzaliznytsia's own chairman, Oleksandr Pertsovskyi, has been blunt about the limits of the strategy: building a standard-gauge railway across the entire country would be prohibitively expensive, and the freight services running on it wouldn't be profitable. The plan isn't to replace Ukraine's rail network. It's to punch a handful of European-width holes through the border where they matter most, and let a 180-year-old engineering decision keep shaping how everything else moves, for a while longer at least.
