Heat Advisory vs. Excessive Heat Warning: What the Words Mean

The same alert can mean 100 degrees in one city and 105 in the next, because heat-index thresholds are set locally, not nationally.

More than 160 million Americans have spent part of this month under some kind of official heat alert, and most of them could not tell you the difference between the two that matter most. A heat advisory sounds serious. An excessive heat warning sounds worse. Most people file both under "hot, be careful" and move on. That instinct undersells exactly the gap the National Weather Service built the two-tier system to communicate.

"You get temperatures in the 90s to low 100s, that's obviously pretty hot. But you combine that with the humidity, those heat indices will go well into the 100s and that's the temperature that it's going to feel like," NWS forecaster Bryan Putnam told NPR during the heat dome that gripped the eastern two-thirds of the country into the July 4 weekend. The words on the alert are less important than the number behind them — and that number moves depending on where you happen to be standing.

What's the Difference Between a Heat Advisory and an Excessive Heat Warning?

Both are heat-index alerts, meaning both are built off the "feels like" temperature that combines heat and humidity, not the thermometer reading alone. A heat advisory means conditions are uncomfortable enough to be dangerous if you don't take precautions: hydrate, limit exertion, check on neighbors. An excessive heat warning is the NWS saying, in plain language, that people can die without immediate action — get to air conditioning, now, not later.

The practical difference is urgency, not just degree. A warning also arrives on a shorter runway: forecasters generally issue it about 24 hours ahead of the dangerous heat, versus the 24-to-36-hour lead time typical of an advisory. By the time a warning is up, the clock is closer to zero.

Why Do the Numbers Behind Each Alert Change by Location?

Here's the part that trips almost everyone up: there is no single national heat-index threshold for either alert. The National Weather Service sets criteria locally, office by office, calibrated to what a given region is used to. In the Baltimore-Washington forecast area, for instance, a heat advisory kicks in at a heat index of 105 degrees or higher east of the Blue Ridge, but just 100 degrees or higher to its west. Areas farther north generally trip an alert at lower numbers than the Deep South or the desert Southwest, because a 98-degree heat index is routine in Phoenix in July and genuinely dangerous in Portland, Maine.

That local calibration is exactly why the confusion is so persistent: someone who spent July in Kansas City internalizes one number, then reads an alert in Minneapolis and assumes the same threshold applies. It usually doesn't.

A Summer Built for This Confusion

This year has offered more practice than usual. A heat dome parked over the eastern U.S. into the Fourth of July, pushing heat index values to 100 to 110 degrees across a swath of the country and tying or breaking records in cities including Atlantic City, New Jersey, where the mercury hit 106 degrees on July 4. A second heat dome followed over the West and central states, sending Phoenix to 113 degrees on back-to-back days and Salt Lake City to a new all-time high of 109 on July 12. Parts of Iowa, Missouri and Kansas moved from advisory to full excessive heat warning as the numbers climbed.

New York City Health Commissioner Alister Martin, a practicing emergency physician, framed the stakes bluntly as the first wave hit: "As an ER doctor, I watched heat stroke come through the doors on days exactly like the ones ahead. Fast, deadly, and almost always preventable."

The CDC's list of heat-related illnesses runs from heat exhaustion and heat rash up to heat stroke, which can cause permanent disability or death without emergency treatment; confusion, slurred speech and loss of consciousness are among the warning signs. Missouri's state emergency agency put the practical advice as plainly as Martin did: "plan accordingly and limit prolonged outdoor exposure if possible," adding that humidity "can amplify the feeling of heat measured by a heat index" well beyond what the thermometer alone suggests.

Reading the Alert Correctly

The takeaway isn't to memorize a number. It's to treat every advisory as real and every warning as more urgent than the one before it, and to check the specific criteria for your own forecast region rather than assume the threshold that applied last summer, or in the town you moved from, still applies now. That confusion over changing regional criteria is the same reason firefighters spent this spring re-explaining the difference between a fire weather watch and a red flag warning: the label tells you the category of danger, but the fine print is where the actual threshold lives, and it shifts by ZIP code more than most people expect. A flash drought and a heat dome often arrive as neighbors, too, each accelerating the other's damage long after the alert itself expires.

Overnight relief is part of what forecasters watch most closely, and this summer it hasn't come easily. Putnam noted that even after sunset, heat index values were staying elevated: "Your temperatures might stay in the 80s and the 90s in the heat in the evening, as well as the fact is with the humidity, that's going to keep those heat indices high as well. Just because the sun goes down doesn't mean it still isn't going to be hot." An advisory that never quite cools off overnight is, more often than not, the alert that gets upgraded by morning.
