Tariff vs. Price Floor: What Trump's New Solar Rule Does

The White House set a 15% tariff on polysilicon and, separately, a hard minimum price. The two tools do very different jobs, and the gap between them explains why solar makers are watching closely.

A tariff makes an import more expensive. A price floor makes it illegal to sell one for less than a set number, no matter what it cost to make. On Thursday, the Trump administration did both to solar panels at once, and the difference between the two tools explains why this move worries the solar industry more than a normal tariff would.

The White House set a 15% tariff on polysilicon and everything made from it — wafers, cells, finished panels — regardless of what country it comes from, according to trade outlet Solar Power World. Alongside it, the administration set minimum import prices: $21 per kilogram for raw polysilicon, $100 per kilogram for ingots and wafers, 22 cents per watt for solar cells and 38 cents per watt for finished panels. Anything sold below those numbers gets hit with an added duty to bring it back up to the floor. The rules take effect in 120 days, on December 4.

What's the difference between a tariff and a price floor?

A tariff is a tax at the border — it raises the landed cost of an import by a fixed percentage, but a seller can still undercut everyone else by eating the margin. A price floor removes that option entirely. Commerce Secretary Howard Lutnick was blunt about the point of stacking both tools together: the order sets a floor so that the Chinese can't dump anymore, he said, standing next to President Trump at the White House, according to Politico's reporting on the announcement. We're making the products here, but we need to bring the supply chain here, Lutnick said. This will bring the supply chain here … we've got the industry here, it's too small, and it's going to explode.

Dumping is the specific problem the floor is built to stop: a producer selling below its own production cost to starve out competitors, then raising prices once they're gone. A tariff alone doesn't fix that, because a company with deep enough pockets can absorb a 15% tax and keep undercutting. A floor sets a hard number no one can legally cross.

Why did prices need protecting in the first place?

Because they'd already collapsed. Global polysilicon prices fell from around $39 per kilogram in 2022 to below $4.50 per kilogram by the end of 2024, according to an analysis by Tech Times — a collapse that wiped out margins everywhere outside China and forced a wave of shutdowns among Western producers. China now controls 93.5% of global polysilicon output, with just four companies — Tongwei, GCL Technology, Daqo New Energy and Xinte Energy — accounting for 65% of that. The United States, by contrast, is down to two domestic polysilicon producers: Hemlock Semiconductor in Michigan and Wacker Chemie's Tennessee plant.

That price history is why the industry reaction split along predictable lines. Jon Toomey, president of the Coalition for a Prosperous America, called it the most significant global trade protection action for the American polysilicon and solar industry in the modern era. Andy Park, global CEO of Hanwha Qcells — which has sunk billions into a Georgia plant meant to eventually make wafers, cells and panels on U.S. soil — said the decision balances the reality of where America's solar energy manufacturing is today while advancing our collective ambition to onshore the entire supply chain. Dan Barcelo, chairman of Texas-based T1 Energy, framed it around jobs: the rule, he said, helps companies like ours that are creating thousands of high-quality American jobs.

What does this mean for the cost of going solar?

In the short term, probably higher prices for anyone buying panels made outside a small circle of approved countries. U.S.-assembled panels have been running around 31 cents per watt, against roughly 14 cents per watt for India-assembled panels and 27 cents for Southeast Asian ones — the gap the new floor and tariff are explicitly designed to close. The U.S. installs about 50 gigawatts of new solar capacity a year, and domestic assemblers already have the capacity to build nearly 70 gigawatts, but price is why so much of that demand has gone to imports instead. Whether the floor actually narrows that gap, or simply raises the price everyone pays, depends on how fast plants like Hanwha's in Georgia and T1's in Texas can scale — Commerce's own order includes an incentive program for companies willing to build or expand polysilicon production here.

There's a geopolitical wrinkle attached, too. The move lands three days before Trump departs for a planned September 24 meeting with Chinese President Xi Jinping, and it follows Chinese export controls imposed this week in response to earlier U.S. trade restrictions — the kind of tit-for-tat that has defined the relationship between the world's two largest economies for most of this decade. Enforcement has its own weak point, too: a price floor set at the border can be routed around by shipping material through a third country or relabeling it before it reaches U.S. customs, which is exactly how Chinese producers dodged an earlier round of solar tariffs by shifting assembly to Vietnam, Malaysia and elsewhere. Washington has already added Taiwan, Cambodia, Thailand and Vietnam to its tariff list for that reason, with India, Indonesia and Laos expected to follow.

None of that changes the basic math for a homeowner shopping for rooftop panels this winter: the cheapest imported hardware on the market today is, by design, about to stop being legal to sell at that price.
